While a nice and rare skin, the mods aren't going to impress a lot of buyers. -3wH is the least popular of any of the physical damage reducing mods; it always has been. 10vDragons is lulzy, but there aren't a lot of players frequently battling dragons in popular farms or speed clears right now. So there's not much practical usefulness to work with.

I'll take a rough guess that you probably can't reasonably expect enough interest to push bids above the 15-25k area, if that much. I certainly wouldn't recommend you merch it, but I don't see this being easy to sell at all.

IIRC, Showtime recently sold his r10 Str. Amber with 20% +1 Death, +45wE dual mods after it went through quite a bid war battle and wound up selling for about 50e (350-400k,) I think. (Actually, I remember it going through two. First, two players bid it up to 50e, and then one backed out. Then another interested bidder showed up, and bid it up to ~50e again maybe a week later. At that point, I think he finally wound up selling it to the bidder who'd been there through both fights.)
The link to Tactics instead of Strength on yours won't make much difference, as those mods leave the market for this shield likely to be a Necro holding it who probably won't spec points to get full armor from the shield anyway.
I doubt yours will get anywhere near the price of the Death one because 1-off mods take a huge hit in "ooo shiny" factor, and Death Magic is far more popular than Blood Magic.
I would guess that you can expect at least 50-100k range on yours right now, but I'm not sure how much higher it might be likely to go. Such things are hard to predict ahead of time, as they often key on having two or more interested bidders fight over it. You just never know when or where that will happen for sure.

I'm hoping you get more opinions, as it's really tricky to pick a number up front on these things.

Cheers & Good luck!

Just in case anyone's worried about conflict of interest, yes, I do intend to PM Tyler1213 after submitting this. No, I didn't give him anything less than my sincere, best guess above.

I think you can expect 25-30k max on the Blood shield, maybe not even that much. Generally, the people interested in caster shields prefer perfect mods, and one-offs don't get a ton of interest.

The vs Dragons one is good for ~10-15k or so imo.
